The Hong Kong Autonomy Act, a US statute enacted on 14 July 2020, directs sanctions against foreign persons who materially contribute to China's failure to meet its obligations for Hong Kong under the Joint Declaration or Basic Law, and against foreign financial institutions knowingly transacting with them. Identified persons face asset blocking and visa exclusion; financial institutions face a menu of restrictions. Its listings now appear on the Treasury's Non-SDN Menu-Based Sanctions List.
